a) Reminder of special Selectboard meetings to discuss the FY28 budget on Tuesday, October 13, 2026, Monday, November 30, 2026, and Monday, December 14, 2026 (1 min)
b) Consideration of closing the following roads from 4:00 – 8:00pm on Halloween, Saturday, October 31, 2026: Pleasant St., Esplanade St., Tilden Ave., Church St., and Baker St.* (5 min)
c) Consideration of a request from Mount Mansfield Community Television (MMCTV) to decorate the Town Center building for a display on the evening of Halloween (October 31, 2026) and to play music and hand out candy to trick or treaters in front of the Town Center on Halloween* # (5 min)
d) Consideration of applying for an AARP grant for speakers in the Community Room at the Richmond Free Library* # (5min)
e) Correction that previous agenda item regarding placing a puzzle shelf in the Town Center did not come from the Community Senior Center (5 min)
f) Discussion of adding a 1% local option tax on sales; meals & alcoholic beverages; and/or rooms with a portion of the revenue generated being used to help pay for the cost of necessary renovations to the Wastewater Treatment Facility # (20 min)
g) Continued discussion of easement obtainment from the Aldrich Farm property for repairs to Dugway Rd. that are necessary due to the damage from the 2023 and 2024 floods, possible executive session (15 min)
h) Discussion of demolition once a FEMA property buyout is finalized and of options for buyout properties once they are returned to greenspace # (10 min)
i) Update on developing a process to review developments in areas where the Town is a permittee or co-permittee on a stormwater permit (5 min)
j) Consideration of approving SP&F Attorneys to enter an appearance in the Brookses’ appeal to the Vermont Superior Court Environmental Division of Certificates of Occupancy #26-05 and #26-06 issued to Jay McCormick for 1330 Jericho Rd., possible executive session* (5 min)
k) Consideration of setting a date for a public hearing to consider an amendment to the Traffic Ordinance to reduce the speed limit on Hinesburg Rd. from 45 mph to 40 mph from 0.5 miles south of Mansfield Way south to the town line with Hinesburg* # (5 min)
l) Notification from Vermont League of Cities and Towns (VLCT) regarding negotiations with Property and Casualty Intermunicipal Fund, Inc. (PACIF) and the Employment Research and Benefits Trust, Inc. (VERB) # (5 min)
m) Consideration of voting for the board of directors for the VLCT Property and Casualty Intermunicipal Fund, Inc. (PACIF)* # (5 min)
