PAC Minutes – June 2nd, 2025
Chuck Gilroy, John Rankin, John Cohn, Diane Mariano and Matt Buckley
present.
No guests appeared.
6:02 p.m. Welcome and Public Comment
6:04 p.m. Additions or Deletions w/Agenda. None
6:04 p.m. Approval of April 28th Minutes. Chuck moved to accept.
“No Parking Begins Here”. Changed “are recused” to John
and Diane “recused themselves”.
With changes, Diane moved to approve. Chuck 2nd. Approved.
6:07 p.m. Follow Up State Ethics Commission Policy.
John C. believes PAC should proceed to follow the ethics guidelines regardless of whether PAC is Advisory only.
Matt moved that PAC is subject to Ethics Policy, as extended by the
Selectboard, applies to PAC in spite of Advisory nature. Chuck 2nd.
Approved by all.
If a recusal takes place, then information can only be presented as member of the public. Important to make clear statement that the
comments are being made as a member of the public.
John C. suggested a standard “if you can see I from your property”
then recusal is appropriate.
6:19 p.m. Checkered House parking.
Chuck indicated that the rope protecting swale was missing.
Chuck spoke with Duncan Wardwell and and Keith Osborne. Two signs
Two signs were discussed, i.e. “Seasonal Recreational Parking May 15th to November 15th” and “No Overnight Parking”. Chuck then discussed signage with David Husking at VTrans. David approved “No Overnight Parking.” The signs have been ordered.
John C. on Map changed to “Seasonal Parking”. Then “Closed for the
Season”.
6:22 p.m. East Cochran Sign Relocation.
John C. sent a note to Jim Feinson at Richmond Land Trust indicated willingness to collaborate.
John R. corresponded with Josh Arneson regarding moving of No
Parking sign and “Caution Watch For Children, Joggers …” sign. Josh
indicated he spoke with Pete Gosselin. Signs have been requested. Will be posted sometime in the next few weeks.
6:26 p.m. RLT Beeken Parking Lot Status.
According to Jim Feinson, bids out to secure funding for gravel at the
new Cochran Road parking sire. Too wet for current use. Right now there is very limited parking on Cochran Road.
John C. did update Beeken parking information on Richmond Parking Map.
6:30 p.m. Opening for Town Zoning Administrator.
Tyler Machia has moved on. New Zoning Administrator may have same
or different opinions regarding issues previously suggested by Tyler.
6:32 p.m. Future of PAC.
The future of PAC was discussed at length. Concern expressed that very little was place before PAC at present, and that meetings were
largely repetitive in nature.
Matt and Chuck against merger with other committees, and opposed as well expansion of PAC membership.
Two options were, as a result, presented: disband PAC, or
for the foreseeable future have two meetings per year, e.g. aMay 15th and November 15th.
If new/additional need appears for PAC to meet more often, then communication can take place via email, followed by warning of a
meeting.
Chuck moved fixed meetings at twice per year. Spring and Fall, with
Special Meetings as needed. Matt seconded.
Further discussed ensured. John R. suggested that renewal of terms take place at the November, as all members are facing renewal in 2026.
A decision would take place prior to May 15th as to PAC moving forward or disband
Chuck speculated as to the procedure if an outside individual poses a question to PAC. He suggested that the Chair could answer the question.
Josh will be informed of the position of PAC regarding fewer meeting. Duncan will be informed in order to change calendar. Diane will inform them both.
The Motion is approved.
6:53 p.m. Next meeting date. November 3rd.
