PAC Minutes November 3rd, 2025
Members Present - John Rankin, Chuck Gilroy, Diane Mariano, John Cohn and Matt Buckley
No guests were present at the beginning of the meeting.
6:04 pm Welcome. There were no public comments.
6:05 pm Additions or Deletions to Agenda.
Diane suggested adding an item regarding completion of ethics training for PAC members.
John R. suggested adding an item regarding the October 20th Selectboard Meeting.
6:06 pm Approval of June 2nd, 2025 Minutes. Approved.
6:07 p.m. Completion of Ethics.
Diane indicated that, assuming members had already viewed the
video, the video could be fast-forwarded to the end, where instructions for verification and forwarding to Duncan Wardwell can
be found.
6:10 pm October 6th Selectboard Meeting.
Chuck reported that the October 6th meeting focused on Dugway Road
and related policing in Richmond. The Board agreed that it would be
appropriate for PAC to take on fines, the advisability of taking on a Community Officer, and having distinct areas where fines would change.
The PAC meeting was then interruptrd due to “Zoom bomb” incident.
October 20th Selectboard Meeting Changes to parking were discussed. It was suggested that PAC will discuss and come back to the Selectboard with recommendations. John R. read into the record information from the Meeting.
Hearing date of November 17th to consider amendments to traffic ordinances.
PAC will not review enforcement of No Parking Signs for parades and special events. Authorization for towing of individual vehicles will be
handled by Richmond Constable, Police, Road Foreman and Assistant Foreman. The Selectboard will not select the rates charged for towing.
6:26 pm Browns Court. Included in October 20th discussion.
Chuck – Nothing has changed since original discussion with PAC. Chuck and John attended. Nothing significant from PAC requested
except review and approval.
6:29 Proposed Ordinance Changes.
A lengthy discussion took place regarding fines, in particular $150 for
each violation. Will the fine be restricted to High Impact Areas?
For violations, will enforcement involve fines or towing, or possible both?
The Road Foreman and Assistant Road Foreman can report violations for the purpose of towing. They are not empowered to ticket. Discretion rests with Police and Constable.
Matt emphasized that discretion is important, given various gradations
of violation.
Diane felt that that warnings are necessary to act as a significant
deterrent.
Chuck questioned whether geography would automatically determine
severity.
John R spoke with Josh Arneson, who had no objection to limitations
pertaining to sections of roads. Focus should be on the most egregious areas.
Chuck suggested a $150 for High Impact violations on Dugway, Cochran and Wes White. John C. wondered how to define High
Impact.
6:46 p.m. Possible Areas of Violations.
Chuck suggested there are four distinct conversations, i.e. Cochran, Dugway, Wes White/Gillette Pond and Duxbury Road
John R. addressed Wes White due to the public’s attempts to access the Huntington River from the Jonesville Estates area. Should there be a
Prohibition against parking from Jonesville Estates access road to
Cochran?
Chuck moved that a High Impact designation be applied to the area of Cochran Road to Jonesville Estates access road, with violation involving $150 fine and/or towing. Matt seconded. Approved.
Brief discussion resulted in the observation that Gillette Pond is of concern, but perhaps not High Impact.
Cochran Road. Focus on East Cochran. Perhaps High Impact area
defined as Route 2 Winooski River to Dugway Road.
Matt moved for the stretch to be designated High Impact, i.e. Route 2 to
Dugway. $150 and/or towing. Chuck seconded. Approved.
Duxbury Road. John and Diane spoke as concerned citizens, and stated
that the intersection of Cochran Road and Duxbury is High Impact
Dugway Road. Matt spoke as a concerned citizen. Suggested that there no cause for the stretch from Cochran Road to just short of Rosenfeld (former) residence to be designated High Impact.
The issue of High Impact zones is nuanced, and demands more discussion. It was decided to table further discussion of High Impact zones until the next meeting.
7:40 pm PAC Recommendation RE: Safety Officer or 2nd Constable.
Chuck moved. Diane 2nd. Approved.
7:41 pm John C. and Diane. Parking Report Duxbury and Cochran.
Wes White. Reported to be a problem. Ropes were helpful, however some folks just took down the ropes. Two signs were torn down. Ropes were re-installed at Jane Miller’s house.
Dugway. Early on had serious towing. Fewer problems took place later in the season.
7:49 pm Topics for Next Meeting. It was determined to revisit ordinance changes to troubled areas. Other possible topics:
Jane Miller property.
Signage as deterrent.
Review of Checker House parking.
Disbanding of PAC
