WATERBURY - RICHMOND - Interstate 89 - Southbound Resurfacing Project

TRAFFIC IMPACT: From 5:00 a.m. to 6:00 p.m. motorist can expect one-lane of travel beginning Exit 11, Richmond south to Exit 10, Waterbury during working hours. Motorists should anticipate slow moving travel, traveling on uneven lanes amd milled surfaces. Please don't follow construction vehichles into the work zone. The speed limit is reduced to 55 mph and fines will be doubled.
PROJECT UPDATE: Milling continued; Began paving the leveling course.
The following is the anticipated work scheduled beginning Monday, June 29, 2026:
Monday through Wednesday 5:00 a.m. to 6:00 p.m., Thursday 6:00 a.m. to Noon:

The Vermont Agency of Transportation in conjunction with Frank W. Whitcomb Construction Corp. (FWW) is set to begin resurfacing of I-89 Southbound lanes from Mile Marker 63.00 (eight tenths of a mile south of Exit 10 interchange) in Waterbury to Mile Marker 78.6 (one-half mile north of Exit 11 interchange) in Richmond for a total project length of 15.6 miles. Additional areas of work include the on and off ramps associated with the Exit 10 (Waterbury) and Exit 11 (Richmond) interchanges. The completion date for this work is October 2026.
Work to be performed under this project includes milling of existing pavement, patching, pothole repairs, crack sealing and paving with two levels of paving, a leveling course and a wearing course. Also included in this work will be pavement markings, guardrail rehabilitation and other highway related items.
FWW will begin milling operations for this project on June 11 just south of the Richmond Exit 11 On Ramp working south to Waterbury. Work will continue Friday June 12 to end the week. The anticipated work hours for these two days are 7:00 a.m. to 6:00 p.m. Construction hours will vary throughout the project from both daytime and nighttime activities, depending upon the location of work. Weekly updates will be provided to ensure you are aware of the anticipated working hours each week.
The construction work required to improve this roadway and ensure the safety of the traveling public will require one lane of traffic to be closed during construction activities. Motorists should anticipate significant traffic disruptions, particularly during the morning and afternoon peak hours. To minimize delays, motorists are strongly encouraged to use alternative routes. VTrans appreciate your patience and understanding as we work to enhance the road infrastructure for safer and more efficient travel.
The speed limit will be reduced to 55 MPH and will be strictly enforced as the safety of the workers along with the motorists is of the utmost importance. Motorists should be aware fines are doubled when speeding through a construction zone. We ask motorists to use extreme caution while traveling through the zone.
