A. Administration:
i. Approval of Minutes from previous meeting: 8.1.2023
ii. Duncan - Park Use Events.
B. Selectboard Agenda ARPA Committee Recommendation: Review the video of
the SB 8/21/22023 (start at 1:18).
i. ARPA wanted $450,000 of the 1.2 million towards maintenance priorities
and improvement to Browns Court and Volunteers Green. Have a special
committee to get public input. ARPA Committee wants a broad
representation of Richmond residents only (e.g., baseball, senior center,
arts, and other recreational activity representatives). Priorities include
maintenance that have been deferred. The representatives from the ARPA
did not feel the playground needed replacement based on the inspection.
Maintenance examples included adding enough picnic tables and benches
(these are rotting), and band shell maintenance. There were some other
newer things like paths for seniors to walk around Volunteers Green and
pickle ball at Brown’s Court. SB generally voted on the following: To
hold in reserve up to $450,000 of ARPA funds for main improvements of
Volunteer’s Green and Brown’s Court pending receipt of detailed
proposal by the end of March 2024 and if all or part of the proposal is not
received and approved then the ARPA funds will be returned.
