PAC Minutes - September 9th, 2024
Members Present - Chuck Gilroy, Matt Buckley, John Cohn, John Rankin and Diane Mariano.
No guests were present at the beginning of the meeting. Lisa Miller joined later.
6:00 p.m. Welcome and Public Comments.
No public joined at this time.
6:01 p.m. Chief Cambridge. Not able to attend.
Diane suggested scheduling the next two meetings in such a manner as would permit Chief Cambridge to participate.
6:02 p.m. East Cochran Road parking between Winooski River and Edmunds.
Chuck spoke with Pete Gosselin regarding roping of parking area. Nothing definitive.
John R. drove by the No Parking sign between Duxbury Road and the bridge, and noted its incorrect location vis-a-vis the Ordinance. But there may be an advantage. If the area is opened up next Spring, the No Parking sign makes some sense. It encourages the drop off area. But if the Land Trust doesn’t open the area up next Spring, then perhaps move the sign closer to Duxbury Road.
Diane indicated things appear to be working ok. Folks are treating the area as a drop off. Drivers behaving quite well. There is no apparent confusion.
Chuck stated the sign appears to limit parking, but nevertheless there is not presently a problem.
Both John C. and Diane confirmed the fog lines have really helped.
Chuck suggested putting the back on the agenda in the Spring.
Diane agreed, suggesting ropes and signage be included in the Spring agenda. Also suggested that the Land Trust be invited to participate.
6:11 p.m. Dugway Road. Chief Cambridge not present. No real
update.
6:13 p.m. Lisa Miller came into to the meeting as a guest
6:14 p.m. Fee structure for violation of town ordinance.
6:16 p.m. Johnny Brook Parking.
Chuck stated that all parties have come to an agreement. Pete has been asked to mow, but does have not enough time. Pete is fine
with someone mow just the parking area.
For a more professional appearance, Pete suggested talking to Lafayette (guardrails, etc. private contractor working with State).
The idea of placing large rocks was discussed. Pete is worried about folks backing into them. Chuck also added his concern that bikes could go in and out between the rocks.
Chuck suggested getting an estimate from Lafayette to determine the extent of the project, and indicated he will contact Lafayette.
May 15th – November 15th is the applicable season. Perhaps postr a sign indicating the season?
Lisa suggested speaking with Duncan Wardwell regarding mowing, etc., and that people would be willing to help.
6:25 p.m. Update on recreational parking affecting by flooding.
John Rankin said that Overocker looked solid. The Beeken canoe access looks quite rough, and barrels are now blocking access.
John C. suggested inviting the Land Trust to get updated information.
The second lot just down the road looks much better.
Snipe Ireland incurred a fair amount of damage, most of which is now filled in.
Gillette Pond dam is looking fine, and appears to be completed.
Diane suggested waiting a year and seeing what develops with
Land Trust and parking.
6:36 p.m. Social Media and PAC Member Commentary.
Josh Arneson responded via to Matt’s inquiry.
PAC concluded it should be the general policy not to comment at all in public. Perhaps send a private email inviting someone to attend a PAC meeting.
To correct misinformation, PAC remains open to emailing citizens directly.
Diane suggested Josh would be willing to put out statements on our behalf.
Chuck emphasized that there will be no official policy of muzzling a PAC member, that the approach of not commenting should be
considered a guideline.
6:56 p.m. Approval of Minutes from August 5th. John Rankin suggested correction re: no parking across the street East
Cochran. John C. moved for approval, and Chuck seconded. Approved.
6:58 p.m. Next Meeting. October 14th.
7:06 p.m. Suggested Topics for Next Meeting includes Chief Cambridge
(e.g. fines, enforcement), Land Trust (Beeken Access, East Cochran Road, Gillette Pond), and a safety preference for not allowing parking
on Bombardier property adjacent to the bridge.
7:10 p.m. Matt moved to adjourn. Adjourned.
