PAC Minutes – May 14th, 2024
Members present were John Cohn, John Rankin, Diane Mariano, Chuck Gilroy and Matt Buckley
Guests present were Tess Storrs, Denise Barnard, Fran Thomas and Lisa Miller.
6:00 p.m. Meeting Convened
Selectboard last night indicated that zoning could be “tweaked”. The next meeting agenda will include possible zoning changes for recreational parking.
6:05 p.m. Recreational Parking Committee.
Guests Tess, Denise and Fran presented information regarding Brown’s Court.
A map of Browns Court was illustrated. Depicted on the may is a space designed for 30 cars, with dimensions of 63’ by 135’, and located 15 feet from property line.
Brief discussion of signage took place Signs expected to include Handicap signs, No Overnight Parking signs, signs for two ADA spaces, a sign indicating that Dogs Must be on Leases, and signage for hours, e.g. 8:00 a.m. to 8:00 p.m.
Parking spaces to be shared by users of softball, pickleball and bocci.
Matt moved to indicate support. John Cohn seconded. All voted in favor.
6:25 p.m. Johnny Brook Road. Chuck reported on VTrans. The State of
Vermont has drafted and submitted an agreement between Town and State. Josh Arneson is working with the attorneys. The spaces cannot be opened until at least August.
6:27 p.m. East Cochran Road. John Cohn reported that he spoke with Josh. John has put notes regarding his discussion and information into Google Docs. under Railroad Right of Way. There is a possibility of at least 8 parking spaces.
Members comments on Bee There towing business using some of the lots, perhaps 5. Concern was expressed regarding possible interference with
Bee There business.
Discussion of Legal Agreement w/ Town attorney. Insurance and liability are biggest issues. $1000 filing fee with GWRR. Annually $1,800 per year.
John Rankin indicated we are already, in effect, getting the spaces for free.
And liability issues are a concern.
6:39 p.m. Exploration of Side Park. Very brief comment. That option is closed.
6:41 p.m. East Cochran. Members addressed possible repositioning of informational sign.
Fog line has helped define traveled way. We should ascertain for certain
exactly where “traveled way” begins.
Leave No Parking zone where it presently exists.
s6:47 p.m. Dugway Road update. The new signs have arrived, and are located in the Highway Dept. building pending placement.
6:50 p.m. Approval of Minutes. Diane moved to approve, and John Rankin
seconded. All voted
6:51 p.m. Email issue. Confirmation that will not using Gov. emails.
Discussion ensued of use (or not) of
RichmondParkingCommitte@gmail.com
Several concerns were discussed. Should emails be forwarded to all members? Even though it would be very infrequent? Chuck questioned whether and how the emails would be made a permanent part of the Town record. Diane speculated as well about documents being made a part of the Town record.
John Cohn volunteered to monitor the account until the end of summer.
Members decided to add the issue to the agenda for the next meeting.
