PAC Minutes March 11th, 2024

Present in person were Chuck Gilroy, John Rankin, John Cohn, Diane Mariano and Matt Buckley

Lisa Miller was present as a guest.

6:01  Welcome. There were no public comments .

6:02  Agenda Deletions or Additions.  

           Diane requested to ad follow up on parking ordinance.

           John Cohn requested a that discussion on Richmond maps be added.

 John Cohn requested that a discussion on revisiting the railroad right-

 of-way lease be added.

           

6:03  Report on Intersection of Route 2 and Cochran Road.

          Jonesville intersection. Diane met with Joe Kelly and Pete Gosselin.

Delineation posts installation.

6:06  Dugway Road follow-up.

Chuck indicated that he flagged signs to be changed. Changes approved by Pete and Josh Arneson.  Installation to take place by the end of April

         

Diane suggested the introduction of neighborhood welcome signs. Perhaps added to next meeting agenda.

6:09  East Cochran Road Parking Options.

Diane and John Rankin met with Tyler Machia and Pete. Tyler prepared a memo indicating that fill cannot be place in the Special Flood Hazard Area for parking.  Fill would be necessary to provide

parking next to Bombardier Meadow.

Tyler is not supportive of a map change or change of use. Changes would require Development Board of Review process. 

          Addition of six spaces to East Cochran now in serious doubt.

Discussion speculated as to whether the new Parking Ordinance sign could start at Duxbury Road.  Could the sign be moved up 100 feet.

          Parking spaces at this time are just not feasible. Chuck suggested that

The Volunteer Green fill issue will raise the profile of the problem, lead to a possible solution. No clear solution to Tyler’s decision. Keep looking into loosening up the overall floodplain issue.

          Perhaps encourage RLT to put in at least a drop off area.

          Diane will contact Jim Feinson of RLT to invite him to participate.

          John R. and Chuck will look into the possibility of ordinance change.

         

Diane emphasized that Tyler says fill would be for parking, not just for pulling a car off of the travelled portion of road. Tyler says needs to be 10 feet.

6:43  Areas of PAC responsibility.   

2024 possibilities are:

          Andrews Forest

          Browns Court - No action at this time

          Checkered House - No action at this time

                   Beeken Canoe Access -

                  

                   Question as to whether ACF wants the assistance of the PAC.       

                   Lisa will contact Brad Elliot and  Daniel Schmidt of ACF.

                    John C. discussed map areas.   For example, Willis Hill.

                    Should they be on our Richmond Recreational Parking Map?

Perhaps Robbins Mountain and Johnny Brook as well?

Volunteers Green. PAC had decided not to be involved, as parking there has been managed historically by the Town.

7:08  p.m. Google and Apple Maps.  John Cohn. 

          Suggestion to change Chamber Hill to Checkered House Bridge

          Parking. Put in additional information.  Duplicate name on the

          spot. Ask RLT if they have any objection.

Should Robbins Mtn. DRN area be on the Map? Perhaps not, due to

very limited parking.

Chuck indicated that, before next meeting, he will prepare a list of

possible changes to Richmond Recreational Parking Map.

7:16 p.m.   Follow Up on Parking Ordinance.

Diane reported that Josh indicated there is no need to do further

          work on the Parking Ordinance.

7:18 p.m.    Revisit Lease on RR Right of Way.

John C. informed PAC that the RR’s proposal re:  $1,000 per year to lease 8 spaces across from the post office. John will look into refreshing the request, but will speak to Josh first.

Gillette Pond will be put on the agenda for the next meeting.

7:26 p.m.    Review Calendar. 2024. 

                   All agree on April 22nd.  

                   Next meeting will be March 25th, 2024.

7:33 p.m.    Approval of Minutes.

Small change to minutes re: adding “northwest side” of Gillette Pond Road.         

John C. , Diane seconded, and minutes approved.

Agreement to add the topic of temporary neighborhood welcome

signs as agenda item for next meeting.
