PAC Minutes. January 13th, 2025

6:00 p.m. Welcome. Chuck Gilroy, John Cohn, John Rankin, Matt Buckley               Diane Mariano present. 

          No public comments. No guests.

6:01 p.m. Additions or Deletions.  Nothing particular.

6:02 p.m. Review conversation with Chief Cambridge.        

Chief Cambridge is now Chief of Richmond Police, and Richmond now having two full time officers.

Minutes from the October meeting with Chief Cambridge were reviewed.

The Police have discretion as to enforcement, e.g. severity of parking issues on Dugway.

                   

         

6:08 p.m. Review last meeting conversation with RLT.

          Note that among RLT board members there exists a difference  of

Opinion re: keeping the Bombardier meadow untainted vs. somehow permitted some manner of access.  

Chuck stated that PAC, in its official capacity, should take no position regarding parking on private property.

John Cohn indicated that the location of former parking for Beeken access should no longer appear on the Parking Map.

          John Rankin suggested proactively monitoring RLT’s intent to revisit

parking in the Spring.

6:13 p.m. Reviews and Adding Barriers to Johnny Brook Parking.

          John Rankin’s rope barriers remain in place.

Diane stated that Josh Arneson indicated that funds for improvements may be available. Josh stated VTrans should be contacted.

Chuck spoke with Kevin Ford with Lafayette.  A question exists as to whether posts will be able to be driven into the ground due to ledge.

Diane had informed Keith that the Town may get additional quotes. Kevin expressed some concern about getting too deep into quotes until

funding is clarified.   

PAC proposes using posts, and proposes as well looking into requesting funds.

Diane read aloud language from the VTrans AOT Agreement .

Chuck and Diane volunteered to follow up.   Chuck will contact State and Pete Gosselin.

Lafayette will do the posts, but not the rope. Suggestion was made

Regarding contacting FE Hart for nicer posts and rope.

6:34 p.m. Parking at Gillette Pond.          

No need for further action now. Parking lot can now hold 10 cars. PAC to monitor parking use / needs via Bob Lowe.

John Rankin to contact Bob.

6:36 p.m. PAC Goals and Calendar for 2025. 

John. C. used the term autonomous collective in relation to who runs the meetings. Current system appears to be working.

All PAC member terms are up in 2026. Discussion took place

regarding possible recruitment of new members.

As to Dugway, PAC agreed to take a wait and see approach for the  summer of 2025.

As to East Cochran, Diane and John C. reported past summer must better. Monitor the situation for the summer of 2025.

John R. suggested asking Jim Feinson when RLT might address the topic of parking, with the concern that if there is no decision until Spring, then implementation will be too late for the summer

of 2025

Overocker -  Improvements not within the purview of PAC.

Suggestion was made to ask about coordination with Andy Squires and Chief Cambridge. Perhaps follow up on penalties.

Discussion took place about frequency and length meetings. Perhaps once per month meetings for the foreseeable future, with

meetings warned for one hour in length.

Next meeting? Feb. 17th suggested.   

Suggestion was made to link up with the Selectboard after summer season to discuss how the season went.

7:05 p.m. Minutes.   John R.  moved to approve.  Diane seconded the motion.  Approved.
