- Mairead shared a draft ordinance, based on the Williston trust fund ordinance.
- Committee reviewed “Draft Richmond Housing Trust Fund Ordinance” drafted by Mairead
- Establishment of Housing Trust Fund key points:
- Set up by Richmond Selectboard
- Options for creating the fund
- Annual assessment on property grand list, e.g., 1 cent on every $1K home value
- General fund appropriation
- Impact fees from Development bylaws
- Bequests and donations
- Anything else agreed to by the Selectboard
- Management of Housing Trust Fund
- Establishment of a Housing Trust Find Advisory Board (HTFAB) to make recommendations to Selectboard
- Development of a policy to operationalize the program
- Meet at least 2x yearly to do much of what the Housing Committee already does
- Oversight: Town staff time to make sure the program is conducted appropriately
- Financial management: Town manager administers; approved by Selectboard (like the Conservation Committee Fund) – this may need more exploration
- Administrative management: BTV and Williston have a town staff person who has some FTE dedicated to administrative management of the fund. In Williston, it’s Melinda Scott (Williston Energy and Community Planner; deputy zoning administrator). Questions that arose for committee: what kind of projects, what funds they have collected, what reactions from the community, sources of funding, how spent

- Connie recently pinged Josh for an update
- Mairead shared CHT PowerPoint slide set summarizing key points about affordable housing/Borden street. This was created in 2021 and shared with the Richmond Housing Committee in 2021.
