ANDREWS COMMUNITY FOREST COMMITTEE

Committee Meeting minutes for November 24, 2025; 6:07PM to 8:33PM

Roll call and confirm quorum. 

Committee Members Present: Sam Pratt (Meeting Co-chair), Brad Elliott (Co-chair), Ian Stokes, Wright Preston, Sonya Mastersen, Jimmy Cochran, Dan Wolfson.  

Member absent: Julian Portilla

6:09PM. The ACFC minutes of November 10, 2025, were reviewed, with an amendment to correct the trail app. narrative for “Trailforks”, replacing “Trail Finder”. Motion to approve minutes, as amended, was made at by Ian, seconded by Sonya, approved unanimously.

6:11PM. The committee then discussed the two VELCO installed “NO ATV- No Trespassing” signs, both located at the west end of the utility access road where it ties into the old VAST Trail. These signs were likely installed in the fall of 2024 with the intention of notifying possible ATV users that the lands of the ACF were not open to ATV use.  The No Trespassing language on the sign was inappropriate.  Jimmy mentioned that new ACF welcome signs could include some “don’ts” like no ATV’s.  We agreed to consider installing better “No ATV” signs at this time.  We also discussed better signage concerning the possible danger of the bridge abutments- waste block walls in this area. Sonya made the motion, seconded by Ian, to have the two ATV signs removed. Wright agreed to remove the signs the following day or two. The motion passed unanimously.

6:34PM. Jimmy then lead the discussion of having the ACFC use Trailforks software to help manage when the ACF trails are open and used for what purpose.    Sam and Jimmy will work to open a Trailforks account to try it out.   Ian indicated that Richmond Trails Committee uses the Trail Finder app.   Wright suggested that if the Trailforks use app. requires a contract, then we should run the contract by the Town Manager.

6:59PM.   The committee then worked on live revisions to the ACF management plan with Sam sharing the ongoing revisions on the screen. We reviewed the plan section concerning current trails or future located within “x” number of a Class II Wetland.     We agreed to use the 300’ setback from Class II Wetlands. 

7:33PM.   The committee then reviewed the plan section concerning Trail Deviation Review.   After a lengthy and good discussion, it was agreed that Sam and Brad would rework this draft section and submit the revisions prior to our next meeting.   Jimmy was also invited to the small working group.

8:27PM. Brad mentioned that the Planning Commission is working on updating the Town Plan. The plan contains a section on the ACF. He suggested that we each read it and submit comments about it to the Planning Commission.

 8:32PM. We agreed that our next two meeting swould be on 12/8 and 12/22, both from 6:00PM to 8:30PM.  

8:33PM. Sonya motioned to adjourn, seconded by Jimmy.  All voted in favor to adjourn.  The meeting ended at 8:33PM
